Should Regulations Even Exist?

Regulations seem to function as prior restraint: that is, they seek to prevent, or limit, certain undesirable outcomes. Criminal laws and torts seek to punish such actions after the fact.

Can pollution be a crime? Can you sue for salmonella?

I honestly don’t know.
