Basically, they’re going to spend billions of state bond debts and federal grants to build high-speed rail. Of course, in order to get people on board with this, they’re going to throw a bunch of money at existing local light-rail infrastructure, because that will create jobs.

I don’t think high speed rail is a bad thing, I just don’t think the government should build it and run it, particularly not the government of California at this moment. If a private company hasn’t already expressed a desire to build one or one hasn’t built one already that means either a) there is insufficient demand for one, or b) the government is getting in the way (or both).
